Rather than create more thread deviation on the 'Black Sea' one, I decided to post this here as it relates to governance issues for Bg's democratic accountability. This paper was issued earlier this year and highlights the comparative scoring of state functions.

From a more worrying perspective, I was concerned to see 25% of Bg's GDP flowed from Russian owned businesses in the country, and Bg remains a key EU centre for money laundering.

London has always been a financial cleaning venue, which goes to the heart of the Brexit matter too. London is set to lose some of its prestige role in the financial sector as it steps out of the EU shadow, so banking, insurance and bond markets may be adversely affected. The complexity of money laundering arrangements, particularly those involving shell companies is benefitted by the sheer density of financial institutions in the capital.

Amongst the considerable dodgy dealings that have blighted sectors of the London housing market, is the issue of 'buy to leave' as highlighted in this Guardian article a couple of years ago -

Whilst the properties mentioned in that article were mainly linked to Saudi owners, the concerns over 'buy to leave' include entities with links to China, Russia and the ME. This issue recently bounced up the media agenda following the Grenfell Tower tragedy, although the opposition politicians and left wing activists were amongst the Twatteri suggesting the empty properties especially in Kensington and Chelsea should be 'taken over' to house Londoners!

A recent Telegraph article suggests empty properties are declining and foreign purchase preference is towards lower value market, but equally it indicated the whole foreign owned property situation in the UK is exceedingly opaque!

One issue that has been observed amongst both alleged 'criminals' and foreign business owners is their preference for resolving their commercial disputes through the British Law Courts. Rather odd, but I guess it keeps the judges in a job, and British lawyers contribute to the UK's service sector! Meanwhile Bg trogs on with its versatile economic approach encompassing corruption at all levels often underpinned by old Cold War links, exploitation of regulatory loopholes and porous borders.
